But you bet, when we find somebody who might do harm to the American people, we will detain them and ask others from their country of origin to detain them. It makes sense. The American people expect us to do that. We, we — we still at war.

Our enemies are innovative and resourceful, and so are we. They never stop thinking about new ways to harm our country and our people, and neither do we.

And in Iran, Shia groups funded by Iran tried to take on the government and the government is succeeding — but it's going to take a while.

Some people have guessed what's in the report and have concluded that going into Iraq was a mistake. I strongly disagree. I think it's naïve. I think it's a mistake for people to believe that going on the offense against people that want to do harm to the American people makes us less safe. The terrorists fight us in Iraq for a reason. They want to try to stop a young democracy from developing, just like they're trying to fight another young democracy in Afghanistan. And they use it as a recruitment tool, because they understand the stakes. They understand what will happen to them when we defeat them in Iraq.

In this hour of suffering, we're prayerful. In a wounded region, so many placed their faith in a God who hears and helps. And so many are bringing their grief to a Savior acquainted with grief. Our nation joins with them to pray for comfort and sorrow, for the reunion of separated families, and a holy rest for the ones who died. Through prayer we look for ways to understand the arbitrary harm left by this storm, and the mystery of undeserved suffering. And in our search we're reminded that God's purposes are sometimes impossible to know here on Earth. Yet even as we're humbled by forces we cannot explain, we take comfort in the knowledge that no one is ever stranded beyond God's care. The Creator of wind and water is also the source of even a greater power — a love that can redeem the worst tragedy, a love that is stronger than death.

In Iraq, Afghanistan and across the world, we face dangerous enemies who want to harm our people, folks who want to destroy our way of life.

It's in our country's interests to find those who would do harm to us and get them out of harm's way.

INSANA: Mr. President, today is the 10th anniversary of the Oklahoma City bombing and a lot of people are reflecting on that act of terrorism —
DUBYA: Yes.
INSANA: — that occurred a decade ago, one that we almost forget in light of what's happened since. Can I get your reflections on that event and what it means still even to the war on terror, even if that's a domestic rather than international issue?

DUBYA: It goes to show that violence can erupt anywhere, any time, and, and as a society we've got to be diligent to those who would try to harm us. It also goes to show that terrorist acts not only come from abroad but can come here at home. The positive news in this instance is the City of Oklahoma came together in strong compassion and decency and care and hope for those who suffered, and our justice system worked.

The best way to protect us is to stay on the offensive and to find terrorists before they try to harm us again. And they will.

I'm dealing with a world in which we have gotten struck by terrorists with airplanes, and we get intelligence saying that there is, you know, we want to harm America.

We're on an international manhunt for those who would do harm to America, or for anybody else who loves freedom.

Israel must make sure there's a continuous territory that the Palestinians can call home.

I believe that, as I told the Crown Prince, the Almighty God has endowed each individual on the face of the earth with — that expects each person to be treated with dignity. This is a universal call.

REPORTER: What is for you the more decisive ally in your war against terrorism?
DUBYA: Decisive ally? Ally? Decisive ally? Of course, Jacques Chirac. I — listen, thank you for the trick question. Let me talk about this ally. The phone rang the day after the attack — the day of the attack. I can't remember exactly when, but it was immediately. And he said, "I'm your friend." On this continent, France takes the lead in helping to hunt down people who want to harm America and/or the French, or anybody else.

If we get any whiff, or any sniff that somebody is going to harm an American again, we're acting — just the way you would want us to.

This is a very unusual period in American history, obviously. We've never been attacked like this before. We're still being attacked. Our heart goes out to anybody who suffers in America. And so, we're bolstering our homeland defense. We're disrupting and denying anybody who wants to harm the American people. We spend hours tracking down every possible lead of somebody who would come into this country or who might be burrowed in this country, trying to hurt any American.
