REPORTER: What do you think tribal sovereignty means in the 21st century, and how do we resolve conflicts between tribes and the federal and state governments?
DUBYA: Yeah — tribal sovereignty means that, it's sovereign. It's — you're a — you're a — you've been given sovereignty, and you're — viewed as a sovereign entity. [Laughter emanates from the audience]
REPORTER: Okay.
DUBYA: And, therefore, the relationship between the federal government and tribes is one between — sovereign entities.

Georgia's leaders know that the peaceful resolution of conflict is essential to your integration into the transatlantic community. At the same time, the sovereignty and territorial integrity of Georgia must be respected — the territorial and sovereignty of Georgia must be respected by all nations.

REPORTER: Mr. President, why are you and the Vice President insisting on appearing together before the 9/11 Commission? And, Mr. President, who will you be handing the Iraqi government over to on June 30th?
DUBYA: We will find that out soon. That's what Mr. Brahimi is doing. He's figuring out the nature of the entity we'll be handing sovereignty over. And, secondly, because the 9/11 Commission wants to ask us questions, that's why we're meeting. And I look forward to meeting with them and answering their questions.
REPORTER: I was asking why you're appearing together, rather than separately, which was their request.
DUBYA: Because it's a good chance for both of us to answer questions that the 9/11 Commission is looking forward to asking us, and I'm looking forward to answering them.

I hope to have the sovereignty passed over, and I think we will, by June the 30th.
